In the “I can’t believe I saw that” department…

The other day I was driving along I-5 and saw a red grandam being driven by a older man who had a big, huge bird on his shoulder. It was parot size but had the fringe on top like cocketiels have. It was light colored and was moving around his shoulder as the man was driving around. I feel I should know the name of that bird but it escapes me.
